Ξεριζωμοι Ο Α. Μπαλτατζής έζησε τα παιδικά του χρόνια στο Σοχούμι όπου και έλαβε εκεί γυμνασιακή μόρφωση. Μετά όμως τη Ρωσική επανάσταση του 1917 και τα γεγονότα που επακολούθησαν μετά την εκστρατεία της Κριμαίας ακολούθησε τους γονείς του που αναγκάστηκαν το 1920 να καταφύγουν αρχικά στην Κωνσταντινούπολη και στη συνέχεια στη "Μακρά Γέφυρα" της τότε απελευθερωμένης Θράκης. Μετά όμως και το 1922 εγκαταστάθηκε πλέον οριστικά στο Νεοχώρι, στη περιοχή της Σταυρούπολης τηςΞάνθης. Σε ηλικία τότε 18 ετών κατέβηκε στην Αθήνα για νομικές σπουδές στο Πανεπιστήμιο Αθηνών. Γρήγορα όμως ευαισθητοποιείται με τις πολιτικές ιδέες του Αλέξανδρου Παπαναστασίου ιδίως στο αγροτικό ζήτημα όπου και εντάσσεται στη νεολαία του κόμματός του, της τότε Δημοκρατικής Ένωσης, που ιδρύθηκε τον Ιανουάριο του 1923, όπου τον Σεπτέμβριο του 1926 μετονομάσθηκε σε Αγροτικόν Εργατικόν Κόμμα.
